With the surging development of the economy, the environment we depend upon is deteriorating. Such hot words as smog, PM2.5, and carbon emission have time and again got on our nerves. Air pollution has already seriously impacted sustainable development of the nation, bearing on the living quality of future generations. Thus ecological and environmental protection has never been given so much importance as an urgent mission.


Saving, is not too late.


The Basic Ideas on National Environmental Protection in the 13th Five-Year Plan has been compiled. Under the new normal of the economy, environmental treatment calls for new thinking. During the 13th Five-Year Plan period, a double system of environment quality improvement and pollutants aggregate control will be put into place for air, water and soil pollution prevention and treatment. Comprehensively deepen reform, take environment quality improvement as a core and meet the new expectation of the society have become a prioritized task of the 13th Five-Year Plan.


Flue Gas Emission: a Focal Point of Refine and Chemical Industry


China being a big oil products consumer, oil products play a decisive role in our national energy mix. Since 1990s, China has become a net importer of crude oil, and has to cope with the problem of sulfur and high sulfur containing oil, be it independently produced or imported. And as oil resources are valuable, efforts must be made for their deep processing so as to use them to the fullest extent possible. For deep processing, catalytic cracking is an essential procedure, in the process of which, certain amount of sulfur contained in the crude oil will be emitted to the air along with the regenerated flue gas. Together with them also include some nitrogen and catalyst dust, all of whom have caused big pollution.


The latest GB31570-2015 Discharge Standards for Petroleum Refining Industry, which was issued in accordance with the objective for environment quality improvement and pollutants aggregate control stipulated in the 13th National Five-Year Plan, raised even more stringent requirements on the discharge standards of the regenerated flue gas form catalyst of catalytic cracking devices. Specifically, the limit for particulate, SO2 and NOx is 50, 100 and 200mg/m3 respectively, and for key areas the figures shall be controlled to be below 30, 50 and 100 mg/m3 respectively. Therefore, how to reduce the emission of SO2 and NOx of catalytic cracking devices has become a hot issue around the globe.


JNEP: Pioneer in Pursuing Ammonia-base Desulfurization Technology


The end of 1990s saw deteriorating environment in China. JNEP, discerned the opportunity for environment protection industry, entered the field of air pollution treatment. At that time, flue gas desulfurization has just started in China, without a single IPR technology. Moreover, the imported limestone-gypsum desulfurization technology, pretty mature in developed countries in the 1970s and 1980s though, had certain constraints like large investment and high energy consumption. It is also prone to fouling blocking and can cause secondary pollution.  


After repeated research and demonstration, people at JNEP, instead of simply adopting the limestone-gypsum technology which features short period of return, focused on the future of national environmental protection industry and the social responsibility of the lives of future generations, rigorously explored, independently innovated and successfully broke the technology monopoly of foreign countries and developed ammonia-based desulfurization technology--a desulfurization technology belonging to the Chinese people.


Ammonia desulfurization technology uses ammonia as absorbent, with high value added fertilizer, ammonium sulfate as its byproducts. Compared to the limestone-gypsum technology, the ammonia desulfurization technology is more efficient and environmentally friendly. With prominent green circular economy effect, it is suitable for the China's national conditions as a big agriculture country needing huge amount of fertilizer. In response to that, JNEP specially established the Design Institute to carry out rudimentary and forward-looking technology research of ammonia-based desulfurization technology.


Constantly build dreams and explore breakthroughs.


In 2000, the TS/PS ammonia-based desulfurization and denitrification device independently developed by JNEP was listed as one of the Torch Projects of Jiangsu Province, and passed the result validation by the Science and Technology Department of Jiangsu Province in January, 2001, with the validation conclusion being "desulfurization efficiency can reach over 90%, with certain denitrification and dust extraction effect. The performance is up to the advanced level of similar product in China." Furthermore, this device was awarded the "High and New Product Certificate" by the Science and Technology Department of Jiangsu Province in 2002.


Like sharp edge of a sword comes from honing, the journey of excellence pursuing at JNEP has been going for 18 consecutive years. Top technology holder being its goal, JNEP, as of now, holds 2 world IPR and 56 Chinese IPR, covering all core technologies of ammonia-based desulfurization. In its evolution, JNEP successively resolved such technological difficulties as aerosol, ammonia slip, oxidation, antisepsis and equipment reliability, and realized super-clean flue gas emission. JNEP now leads the industry by the fact that it has built or is building more than one hundred ammonia-based desulfurization facilities in over 20 provinces (autonomous regions) and municipalities, including Yunnan, Shandong, Henan, Jiangsu, Zhejiang, Hubei, Guizhou, Chongqing, Sichuan, Guangxi, Neimenggu, Xinjiang, Shaanxi, Shanxi and Tianjin. These projects covers petroleum, chemical, power and steel industries. All these successful projects constitute a testament to JNEP's technology-oriented development strategy.


Petroleum Refining and Chemical Industry: Technological Reform for Green Economy


In the case with heavy oil catalytic cracking device, regeneration and combustion of catalyst will produce such flue gas as SO2, NOx and dust. Normally there are 3 ways to control discharge of SO2 and NOx in the catalytic cracking process: 1) inlet hydrogen into the oil for desulfurization and denitrification; 2)use sulfur/nitrogen transfer agent; 3)flue gas desulfurization and denitrification. Compared to the formal two methods whose application is constrained by hydrogen supply, high investment or low removal rate, the third one is more thorough with higher removal rate and wider application.


 Therefore, JNEP, based on the technology experience it has accumulated in the ammonia-based desulfurization field, independently developed an integrated catalytic cracking flue gas treatment technology with ammonia-based desulfurization as the core, and successfully promoted it to the market. This technology can meet the requirement of the discharge concentration of SO2, NOx and dust stipulated in the GB31570-2015 Discharge Standards for Petroleum Refining Industry.


The integrated catalytic cracking flue gas treatment technology successfully avoided the problem of waste water discharge faced by traditional Natrium and Alkali technology. Compared with conventional imported alkali technology, it is also more superior in that to reach the same specification of desulfurization (≤50 mg/m3), denitrification (≤100 mg/m3) and dust removing (≤30mg/m3), JNEP technology can save 20-40% of investment and over 10% of operation cost while does not involve secondary treatment cost. Moreover, this technology still has ample room for improvement in terms of specifications. Apart from remarkable advantages in investment and operation cost, it can successfully recover SO2 from the flue gas, thereby converting waste to useful product and truly realize green and circular economy. Therefore, it is an effective method to respond to the flue gas emission in petroleum, petrochemical and coal chemical industries.
